- Visit chrome://net-internals/#events&q=type:SPDY_SESSION%20is:active in your chrome browser.
- Now click on the drop down arrow on the right side of the screen and select Flush Socket from the drop down and you are good to go.
Now visit the site you were having error earlier, It will open the webpage successfully.

- Visit chrome://net-internals/#sockets in your browser and click on “Flush Socket Pools”.
Now your error will be gone.
If you are using Avast or any other antivirus then make sure you add that website in web shield exclusions.
To do that open Avast and go to Settings then go to components > Web Shield and click customize. Add that site in the exclusions.
Tip: Enable HTTPS scanning in main settings of Web Shield.
